Shared action roles make the comparison useful, but do not establish identical range, startup or damage. Numerical frame superiority would need compatible measurements that are not supplied.

Movement cancellation versus enhanced-hit preparation

Obama’s Speed Up is a direct movement burst and recovery-cancel option. Biden combines Unique with attack inputs to get enhanced actions; their hits prepare the later Blast. The EX press and the successful EX hit are separate events.

Biden’s resource loop therefore asks you to track more than the ordinary super meter. The charging procedure is the specific next task if the larger Blast is the reason you chose him.

Choose the task you want to practise

For practising a projectile/uppercut/kick kit with a movement-cancel resource, start with Obama’s guide. For practising enhanced-input combinations and preparing a larger super threat, use Biden’s guide.

These are choices based on the documented actions. They are not a tested beginner tier, matchup guarantee, or claim that one fighter always beats the other.
