Separate the labels and the fighters

The Steam guide’s JFK passive label is obscured by Steam’s text filter. The Wiki names it differently, but the shared supported description is the opponent’s half-charge start. Living Legend is written under Obama, where the text explains alternate super animations.

That separates three questions: what the automatic effect does, what a community page calls it, and what label a particular build displays. The sources establish the first; they do not justify inventing a current JFK label.

The observable starting effect

At the start against JFK, the opponent’s super meter is described as half charged. No active input is required to cause that starting condition. A player can check the opposing starting meter before the first hit; that is the relevant effect to look for.

This is separate from JFK pressing Unique to airdash or Super for Team Attack. It also is not a claim that every secondary resource, stone or EX meter follows the same half-charge rule. See JFK’s movement and super guide for active actions.

What Living Legend actually explains

Obama’s Living Legend text explains that some supers use alternate animations against him. The surrounding story is game parody; the source’s joke about a legal prohibition is not factual legal guidance or a combat-immunity rule.
